development_constraints

        -1 is a magic number. -1 in minimum/maximum column of developpment_constraint dataset is interpreted as
        unconstrained, i.e. minimum = 0, maximum=positive infinite

        if consider_constraints_as_rules is True, nothing is allowed to be built unless the
        development_constraints says otherwise, disallowing any development if not
        specified in development_constraints table, that is, minimum and maximum default to 0.
       
        else if consider_constraints_as_rules is False, anything can be built unless it is explicitly disallowed
        by development_constraints, allowing any development if not specified in development_constriant,
        i.e. minimum and maximum default to -1 (equivalent to minimum = 0, and maximum = positive infinite). "
